Public Service Commission of Wisconsin: Chairperson Valcq, Commissioner Huebner announce executive assistants

MADISON – Public Service Commission of Wisconsin (PSC) Chairperson Rebecca Cameron Valcq and Commissioner Tyler Huebner announced today the appointment of their Executive Assistants (EA). Each Commissioner at the PSC has one EA who advises on issues and matters before the PSC.

Chairperson Valcq has named Kara Pennoyer as her EA. EA to the Chairperson also serves as the agency’s Chief of Staff. Her first day will be Monday, March 6.

Kara Pennoyer has served in state government for 13 years, most recently serving as Governor Tony Evers’ Deputy Chief of Staff. Previously, Kara worked for Jennifer Shilling in her roles as a State Representative, Senator, and Democratic Leader. She staffed Shilling on the Energy and Utilities Committee and the Joint Committee on Finance, and served as her Chief of Staff.

Kara has served on the boards of the Wisconsin Women’s Network, Wisconsin Women in Government, and the UW-La Crosse Alumni Association.

Hailing from Wauwatosa, Kara earned her undergraduate degree from the University of Wisconsin-La Crosse and her Masters degree in Public Administration from the University of Illinois at Chicago’s College of Urban Planning and Public Affairs. Currently, she resides in Sun Prairie with her husband Jeff, and four-year-old, Arlo.

Commissioner Huebner named Elizabeth Wheeler as his EA; her first day is Monday, February 27.

Elizabeth Wheeler most recently served as a legislative attorney with the Legislative Reference Bureau. Prior to that, Elizabeth gained more than 10 years of experience in the environmental science, law, and policy field. She holds a Bachelor of Science in environmental biology from Beloit College and earned her J.D. from the Elisabeth Haub School of Law at Pace University. Elizabeth grew up on the shores of Lake Michigan in Racine, WI. She now resides in Monona.
