MILWAUKEE – A criminal complaint alleging a scheme to defraud the Wisconsin Shares Program has been filed by the Milwaukee County District Attorney’s Office against Marcus Glass and Kimberly Brown. The charges follow an investigation led by the Wisconsin Department of Justice – Division of Criminal Investigation as part of the Wisconsin Child Care Anti-Fraud Task Force. Other agencies assisting in the investigation include the Milwaukee Police Department, the Milwaukee County Sheriff, and the Wisconsin Department of Children and Families.
According to the complaint, Glass operated Kid’s Place, a day care that most recently operated at 4919 West Good Hope Road in Milwaukee before closing earlier this year. Brown was employed as the director of the facility. The Defendants are alleged to have billed the Wisconsin Shares Program for children who were not attending Kid’s Place and billing for more hours of care than were actually provided by the center. In addition, Glass and Brown are alleged to have paid mothers in exchange for permission to report to the Wisconsin Shares Program that the mothers’ children were attending day care. Kid’s Place is alleged to have received more than a quarter million dollars from the State of Wisconsin for providing care to children who did not attend the center.
Brown and Glass are charged with Theft by Fraud (value exceeding $10,000). If convicted of this felony offense, Glass and Brown may be imprisoned for up to 10 years and fined up to $25,000.

The defendants enjoy the presumption of innocence. The State must prove its allegations at trial beyond a reasonable doubt.
