Regional event explores development projects, opportunities and trends shaping the region
NORTHEAST WI — August 28, 2026 — From major development projects and site selection strategies to municipal incentives and regional economic trends, this year’s InDevelopment conference will give attendees an inside look at the forces shaping growth across Northeast Wisconsin.
Registration is open for the 17th annual event, which will be held from 11:30 a.m. to 6 p.m. Tuesday, Sept. 15, at UW-Oshkosh.
InDevelopment brings together developers, business leaders, economic development professionals, municipal leaders, investors and industry experts for an afternoon of practical conversations about the trends, challenges, partnerships and resources that move development projects from concept to completion.
The event is presented by Insight Publications in partnership with New North, Inc., the regional economic development organization serving the 18 counties of Northeast Wisconsin.
The day begins with an exclusive lunch and learn featuring Sheldon Oppermann, CFO and general counsel at New Land Enterprises, the Milwaukee real estate development and property management firm behind the Ascent, the world’s tallest mass timber high-rise. Oppermann will offer an insider’s look at New Land’s recent projects and what it took to get them done, from NOVA Green Bay to the newly launched Lockside development in De Pere.
A development panel hosted by New North, Inc. will examine what it takes to attract investment to Northeast Wisconsin. The panel features national site selector Scott Kupperman, founder of Kupperman Location Solutions; Matt Rehbein, Faith Technologies Incorporated (FTI) director of real estate development; and Tom Fisk, partner and managing broker at NAI Pfefferle. Moderated by New North’s Barbara Koldos, the conversation will explore what national decision-makers evaluate in a market, the issues that can derail site selection and how Northeast Wisconsin can remove friction to land more investments.

The program will also spotlight development underway in Oshkosh, the host city of InDevelopment 2026. Following opening remarks from UW-Oshkosh Chancellor Manohar Singh, the session will begin with an update from City of Oshkosh Community Development Director Sara Rutkowski, followed by a panel discussion moderated by Greater Oshkosh Economic Development Corp.’s Alicia Wenger and the Oshkosh Chamber’s Josh Koteski.
Panelists Rob Jafek of Volare Hangars at Oshkosh Aviation Park, Todd Hutchison of White Label Lofts and Tanya Marcoe of ADVOCAP will explore the vision behind these investments, the partnerships and creative approaches helping move them forward, and what they mean for Oshkosh’s continued economic and community growth.
A municipality roundtable will give attendees a fast-paced look at the development tools and opportunities available in communities across the region. Representatives from Appleton, Menasha, Green Bay and Sturgeon Bay will share information on primary development areas, current incentives, TIF capacity, zoning and code updates, and other factors that can influence development decisions.

Registration and networking begins at 11:30 a.m., followed by lunch and programming beginning at noon. The networking reception begins at 4 p.m., with the event concluding at 6 p.m.
