DeForest, WI – The Wisconsin Laborers’ District Council announced that Ryan Young is the new Director for the Wisconsin Laborers-Employers Cooperation and Education Trust (LECET). Mr. Young replaces Gordon Hintz, who was elected and is now the Winnebago County Executive.
Ryan Young joins Wisconsin LECET, having most recently served as a Business Agent for LIUNA Local 330 in Northeast Wisconsin since February 2023. Mr. Young has been a member of LIUNA Local 330 since 1999. He spent the majority of his career as a laborer for The Boldt Company, where he served as a foreman from 2009-2018 and as a superintendent from 2018-2023 before going to work for the union full-time.
“I am excited to use my skills that I learned working in the field and for the union to foster our relationships with our contractors to help them succeed and grow market share and provide greater opportunities for my fellow LIUNA members to succeed in their careers,” said Ryan Young.
“With over 25 years working in Wisconsin’s union construction industry, Ryan Young will be a strong advocate for promoting our union business model to advance issues that mutually benefit our union’s members and our signatory contractor partners,” said Kent Miller, President/Business Manager of the Wisconsin Laborers’ District Council and Chair of the Wisconsin LECET fund. “Ryan is going to be an important part of our team as we work to grow our union and provide greater opportunities for Wisconsinites to have a fulfilling career as a LIUNA member.”
“Ryan Young’s experience working in the field as a foreman and superintendent provides a unique perspective of working with contractors to ensure that we are completing our projects on-time and on-budget with a highly trained and skilled workforce,” said Derek Allen, General Counsel for the AGC Wisconsin and a management trustee for Wisconsin LECET.

The Wisconsin Laborers’ District Council is an affiliation of five Laborer local unions, representing over 9,200 skilled construction craft laborers throughout Wisconsin. The Laborers are the most diverse trade in the construction industry, servicing employers in transportation infrastructure, building, sewer and water, utility distribution, demolition, asbestos removal, and related sectors.
