Ruder Ware L.L.S.C.: Acquires Swandby/Kilgore Associates, expands government affairs service

Madison, Wis. — Ruder Ware, L.L.S.C., a more than 100-year-old business law firm headquartered in Wausau with offices throughout Wisconsin, is pleased to announce the acquisition of Swandby/Kilgore Associates, Inc., a well-respected Madison-based government affairs firm. As part of the acquisition, veteran lobbyist Kathi Kilgore will join Ruder Ware Strategies, the firm’s government and public affairs practice, as Director of Government Affairs.

Kilgore brings more than 30 years of experience influencing public policy at the state, federal, and local levels. She has played a key role in advancing major legislative initiatives, including the repeal of the personal property tax, modernization of room tax revenue laws, and statutory changes requiring online marketplaces to collect and remit sales taxes.

She will join the Ruder Ware Strategies team alongside John Jacobson, Director of Public Affairs, further enhancing the firm’s capabilities and strategic presence in state and local matters.

Kilgore began her government affairs career as a staff member to two State Representatives, gaining a strong foundation in the legislative process. She joined Coenen/Swandby in 2002, became shareholder and Vice President of Swandby/Kilgore Associates in 2006, and assumed full ownership as President in 2017.

The addition of Kilgore and the resources of Swandby/Kilgore Associates significantly bolster Ruder Ware’s government affairs reach and reinforce its commitment to serving clients at the Capitol and across Wisconsin.
