— The Assembly on Tuesday is set to vote on a bill that would make it harder for pet owners to claim their animal as a service animal.
AB 366 would mirror federal regulations under the Americans with Disabilities Act, allowing only dogs and miniature horses to be considered service animals and exempt from discrimination in public places.
The bill would also require those who own service animals to provide “reliable documentation of the individual’s disability-related need for an emotional support animal from a licensed health professional” to a property owner, if requested, when applying to live somewhere.
Property owners would be allowed to deny renting to anyone who fails to provide documentation.
Reliable documentation would include a prescription from a licensed health professional who has at least a 30-day relationship with the person requesting a prescription.
The bill would also set a fine of up to $200 for the first time someone misrepresents having a service animal and a fine of up to $500 for the second or more times.
The measure advanced out of committee on a 9-5 vote along party lines.

— A bill that would require health insurance providers to cover at least two prescription pain medications as alternatives to opioids is set for a public hearing this week.
SB 492 would require treatment alternatives to have Food and Drug Administration approval for pain treatment and not be schedule I, II or III controlled substances.
The legislation also calls for health insurance providers and self-insured governmental health plans to provide coverage for and access to at least three nonpharmacological treatment options.
The hearing is set for Wednesday in the Senate Mental Health, Substance Abuse Prevention, Children and Families Committee.
