MON AM News: State ranked No. 22 for health of women, children; Wisconsin to get $800K in settlement over health data breach

— Wisconsin has been ranked 22nd in the country for the health of its women and children, reflecting the state’s high level of access to clinical care. 

The ranking comes from the latest United Health Foundation report. It analyzes states’ performance on an array of metrics, ranging from education and economic factors to health behaviors and options for obtaining health care. 

The report spotlights clinical care as one of the state’s top strengths, for which it was ranked sixth for women and 19th for children. 

Under the category specific to women, the state was ranked ninth for access to adequate prenatal care, fifth for dental visits, 12th for flu vaccination and third for dedicated health care providers. 

The clinical care category for children included fewer favorable rankings, with more falling closer to the middle of the pack. The state was ranked 27th for its rate of ADD/ADHD treatment, 20th for childhood immunizations, and 12th for developmental screening. 

In contrast, the state received a better ranking for the health behaviors of children — seventh in the country, versus 25th for women. This section covered factors such as exercise, sleep, smoking and other tobacco use and sexual health. 

Still, Wisconsin’s health outcomes ratings were better for women than children, with a ranking of 24th versus 39th, respectively. 

The report also highlights some recent trends tracked by the nonprofit foundation. The mortality rate for women in Wisconsin rose 9% since 2020, from 107.9 deaths per 100,000 women aged 20-44 years, to 117.3 deaths. 

But over the same period, smoking during pregnancy fell 17%, from 8.3% to 6.9%.

— The state is getting nearly $800,000 in a multistate settlement with software company Blackbaud after a data breach that included protected health information, Attorney General Josh Kaul announced. 

The 2020 breach affected millions across the country and put a variety of information at risk, such as Social Security numbers, contact information and demographic information. Groups like nonprofits, health care organizations and schools use Blackbaud software. 

“Companies entrusted with personal information about consumers must effectively safeguard that information. And if a breach occurs, consumers must be notified promptly,” the Dem AG said in a release. 

Kaul and 49 other AGs alleged Blackbaud failed to take the security measures necessary to protect unauthorized users from accessing their private information. They also argued Blackbaud hadn’t properly notified those whose data was put at risk.

Under the settlement, Blackbaud will have to take a number of measures to prevent future data breaches. That includes being transparent with consumers about how their data is stored and protected and requiring a third party to evaluate the company’s compliance with the settlement for seven years.

— In a recent radio address for this year’s World Dairy Expo, Gov. Tony Evers touted Wisconsin’s legacy as “America’s Dairyland.” 

This five-day event held in Madison wrapped up Friday, capping a week of dairy cattle shows, educational seminars for farmers and food products businesses, presentations on the latest dairy farm practices and more. 

Evers notes the state leads the nation in the number of dairy farms, with nearly 6,000, and the industry overall has a $45.6 billion impact on Wisconsin’s economy. 

“Wisconsin’s dairy industry is part of our DNA as Wisconsinites. It’s part of our heritage and our way of life, and it also is an essential part of our state’s economy and our future,” Evers said in the radio address. “And we’ll keep working to support our farmers, our agricultural industries, and our rural communities that have been the backbone of our state and our economy for generations.”

— WARF says it will provide $134.1 million in total support to the UW-Madison research community during the 2023-24 academic year. 

“WARF’s mission is to support the research enterprise of the University of Wisconsin-Madison and the Morgridge Institute for Research,” Wisconsin Alumni Research Foundation CEO Erik Iverson said in a statement. “Our annual grant to these organizations is part of that support and something our entire staff celebrates each year.”

According to a release, the grant includes $11.4 million for the Fall Research Competition, $6.5 million for grant matches and $13.5 million for faculty recruitment and retention. 

To date, WARF has provided mission-driven operational and functional support to UW-Madison equivalent to $439 million over the last 15 years.
