WHEDA: Altoro elected to executive committee of the National Council of State Housing Agencies

MADISON – Joaquín Altoro, CEO of the Wisconsin Housing and Economic Development Authority, has been elected to serve as the at-large member of the executive committee of the National Council of State Housing Agencies.

Altoro, who started a two-year term on NCSHA’s board of directors in 2019, was elected to the executive committee role by the other board members. NCSHA is a nonprofit, nonpartisan organization created to advance the efforts of the nation’s state housing finance authorities and their partners to provide affordable housing to those who need it.

“Housing is a catalyst for equity and opportunity and it’s a privilege to support the work of housing finance authorities nationwide through this role with NCSHA,” Altoro said. “Access to quality, safe, affordable housing strengthens families and communities. NCSHA educates on best practices and advocates for sound public policy to achieve the vision of an affordably housed nation. WHEDA and other housing finance authorities benefit immeasurably from this work.”

WHEDA and other state housing finance agencies play a central role in the nation’s affordable housing system, delivering financing to make possible the purchase, development and rehabilitation of affordable homes and rental apartments for low- and moderate-income households.

In addition to his role on NCSHA’s executive committee, Altoro is leading a council initiative to expand homeownership among underserved communities and people of color.

Altoro brings some 30 years of experience to this work, including leadership of WHEDA, a mission-based lender and state housing finance authority with $2.8 billion in assets and 160 employees. A former vice president of commercial banking for Town Bank in Milwaukee and a thought leader in economic development for underserved communities, Altoro is a member of the Governor’s Interagency Council on Homelessness, president of the WHEDA Foundation and a member of the Community Investment Advisory Council for the Federal Home Loan Bank of Chicago. He also was recently appointed to the Consumer Advisory Board of the U.S. Consumer Financial Protection Bureau.
