(Oconomowoc, WI) Rogers Memorial Hospital is pleased to announce that T. Orvin Fillman, DrPH, MHA, has recently joined its management team as vice president of operations at Rogers’ Milwaukee (West Allis) location. Working with medical and administrative leadership, Dr. Fillman will continue to assure the delivery of empirically based care in a manner that achieves high patient and family satisfaction. Last year, Rogers Memorial Hospital-Milwaukee served nearly 5,500 patients.

Paul Mueller, CEO of Rogers Memorial Hospital, said that Dr. Fillman’s experience is a true asset to the hospital and Milwaukee in particular. “As an innovator in the evaluation of the cost and quality relationship, Dr. Fillman leads the industry with operational research that will assist in supporting our growth initiatives while focusing on the Milwaukee campus. His experience aligns with our ultimate goal to provide effective behavioral health treatment for children, adolescents and adults.”

Dr. Fillman received both his doctorate and master’s degree in public health from Loma Linda University in California. He is also a graduate of the Medical University of South Carolina in Charleston, where he received his master’s in health administration with an emphasis on financial management.

“I have a passion for quality mental health services and Rogers provides that to the Milwaukee community,” Dr. Fillman said. “We are serving in an exciting time as healthcare systems are receiving an increased focus from government policy. I want to help Rogers to continue to excel in behavioral medicine while being responsive to the changes that are coming to our industry.”

With more than 20 years of management experience, Dr. Fillman indicates his leadership style is very practical. “I believe management for health care must be multi-disciplinary. Through that process, I want to assure that the support systems are so well developed that the expert clinicians at Rogers can focus on patient care without undue distractions.”

Dr. Fillman is a member of the American College of Healthcare Executives (ACHE) and has been an invited presenter to national conferences on the topic of cost-quality efficiencies in mental health services. His operational research aligns with Rogers’ goal of providing scientifically based services for efficient mental health care.

Prior to joining the staff at Rogers Memorial Hospital, Dr. Fillman served as the regional vice president of behavioral medicine for the affiliated St. Helena Hospitals in California. He has been responsible for business start-ups, case management services and operations in multiple settings, including Riverside-San Bernardino County Indian Health, Inc. in California, as well as the Department of Health (Child and Adolescent Mental Health Division), The Queen’s Medical Center and Castle Medical Center in Hawaii.
