— BizOpinion columnist Tom Still says in parts of western Wisconsin, the ties to Minnesota seem almost as strong as those to the Badger state.

Western Wisconsin’s economic links to Minneapolis and St. Paul are tight, but Still says the magnet effect of the Twin Cities’ economy doesn’t preclude a regional identity for the Wisconsin counties east of the St. Croix River.

Building on metro market ties while nurturing home-grown strengths is the role of Momentum West Inc., a non-profit confederation of 10 counties in western Wisconsin. He says it is an example of how regional economic development has found a niche.

— U.S. employers anticipate a moderate increase in their hiring plans for Quarter 1 2010, according to the seasonally adjusted results of the latest Manpower Employment Outlook Survey, conducted quarterly by Manpower Inc.

“There is still a lot of ground to make up in the labor market, but the overall increase in hiring intentions is clearly a positive,” said Manpower Inc. Chairman and CEO Jeff Joerres.

Of the more than 28,000 employers surveyed, 12 percent percent anticipate an increase in staff levels in their Quarter 1 2010 hiring plans, while 12 percent expect a decrease in payrolls, resulting in a Net Employment Outlook of 0 percent. When seasonally adjusted, the Net Employment Outlook becomes positive 6 percent.

Fitchburg company wins federal grant to complete drug trials: A Fitchburg company with a technology for reformulating certain drugs so they can be delivered intravenously has received a $2.23 million federal innovation grant. The grant will allow NanoMedex Pharmaceuticals Inc. to complete clinical development of its first drug, Microfol, the company said.
