— A new report from DWD shows Beloit had the state’s highest May unemployment rate among Wisconsin cities at 18.1 percent, and Madison the lowest at 5.7 percent. Rusk County had the highest rate among counties at 13.4 percent, and Dane County recorded the lowest at 5.9 percent. See the report: http://dwd.wisconsin.gov/dwd/newsreleases/2009/unemployment/0509_local_lmi.pdf — The state is urging low-wage workers who have no education beyond high school to apply now for up to $1,000 to take technical college classes this fall and prepare for careers in health care, advanced manufacturing and other demand occupations. The state has set aside $1.5 million for these grants to provide individuals with up to $1,000 for tuition, fees, books and supplies. Eligible areas of study are those identified by regional workforce development boards as high-demand occupations, such as health care, advanced manufacturing, biotechnology and energy. — The Natural Resources Board has OK’d revisions to the state’s shoreland protection rules at its meeting in New Richmond. The rules, updated for the first time since their creation in 1968, apply mostly to unincorporated areas of the state. The revisions are still subject to review by the Legislature. The revised rules would implement a new height limit of 35 feet on shoreland structures, cap the amount of impervious surface allowed on shoreland property and require offsetting the environmental impact of some structural expansion. The rules would lift spending limits on property improvements and provide greater flexibility for structures within 35 feet to 75 feet of the shore. “Modernizing these rules ensures that as Wisconsin grows and develops, we are protecting our most precious natural resources so fundamental to our economy, recreation and our quality of life,” DNR Secretary Matt Frank said in a statement.
