WASHINGTON – Anthony R. Martoccia has been appointed as associate deputy administrator for the Office of Government Contracting and Business Development for the U.S. Small Business Administration.
Before joining the SBA Martoccia held various procurement management positions at the Department of Transportation (DOT), the National Aeronautics and Space Administration (NASA), and the Department of Defense (DOD).
As associate deputy administrator, Martoccia will serve as chief adviser to Administrator Hector V. Barreto on implementation of policies and procedures for the Office of Government Contracting and Business Development, which oversees the 8(a) Business Development program, the HUBZone Empowerment Contracting program and the offices of Technology, Size Standards and Policy, Planning and Liaison and the federal Small Business Contracting program.
“I am pleased to welcome Anthony Martoccia as our new associate deputy administrator for Government Contracting and Business Development,” Barreto said. “Anthony brings more than 30 years of government experience and a unique perspective to this position. His expertise will play a vital role in administering the SBA’s government contracting programs and helping small businesses receive their fair share of federal contracting opportunities.”
At the DOT, Martoccia managed major acquisitions including the development of the Federal Highway Administration’s (FWHA) Intelligent Transportation Systems. Martoccia also established new interagency procedures to improve accountability and measure results for research at the Volpe Transportation Center.
Before his FWHA appointment, Martoccia served at NASA Headquarters as acquisition branch chief. Responsible for an annual procurement budget of over $1 billion, he procured the agency’s space science research, information technology and technology transfer. He also led the acquisition of the Army’s Night Vision Program as a contracting officer. In addition, Martoccia held various procurement management positions at the Defense Logistics Agency.
Martoccia is an Army veteran and Army reserve officer. Martoccia holds a master’s degree in Management from Central Michigan University, a B.A. in Political Science from the University of Nevada and an A.A.S. in Electrical Technology from State University of New York. He received the DOT’s Secretary’s Reinvention Award for leading implementation of performance-based contracts and the Federal Highway Administration Administrator’s Award for innovative and cost-saving acquisitions for the Intelligent Transportation Systems program.
