Dept. of Commerce: Gov. Doyle Announces $4.8 Million For Continuum of Care Supportive Housing Awards

MADISON – Governor Jim Doyle today announced that 20 agencies will receive 26 awards totaling $4.8 million from the Continuum of Care Supportive Housing Program coordinated by the Department of Commerce (Commerce).  Commerce Secretary Mary P. Burke made this announcement in Madison on behalf of Governor Doyle during a press conference honoring the 20 organizations.


 


“An important part of having a strong, prosperous state is ensuring there is access to affordable housing,” Governor Doyle said.  “By providing funding to agencies across the state to assist in providing permanent and transitional housing and services, we will help homeless families find a place to live, and become more self-sufficient.”


 


Continuum of care grants provide permanent and transitional housing to homeless persons.  In addition, these grants fund important services, including job training, health care, mental health counseling, substance abuse treatment and child care.  The U.S. Department of Housing and Urban Development provides the funding.

The recipients are as follows:


 



  • City of Appleton, Outagamie County, $176,577 Continuum of Care grant

The City of Appleton will use the funds to provide supportive services to Fox Cities area homeless individuals and families It will collaborate with the Housing Partnership of the Fox Cities, ADVOCAP and the Salvation Army to provide the services. 


 



  • Richard’s Place, Inc. (Whiterock), Waukesha, Waukesha County, $112,555 Continuum of Care grant

Richard’s Place, Inc. will use the funds to continue operating a four-bed transitional housing facility for persons with HIV/AIDS and offering end-of-life care when required. The agency will also provide case management to up to 40 additional individuals living independently in the community. Richard’s Place, Inc. is the only Wisconsin facility that offers end-of-life care for HIV/AIDS individuals.


 



  • Couleecap, Inc., Westby, Vernon County, $359,805 Continuum of Care grant,

Couleecap, Inc. will use the funds to support its Transitional Housing Program.  This program is designed to provide limited-term affordable housing to homeless individuals and families who are leaving shelters or other temporary accommodations and need assistance in returning to independent living situations.  This program serves 29 homeless households in La Crosse, Monroe, Vernon and Crawford Counties.


 



  • Couleecap, Inc., Westby, Vernon County, $249,237 Continuum of Care grant,

Couleecap, Inc. will use the funds to support its New Hope Permanent Housing program.  This program will serve homeless individuals with a disability or homeless families with at least one adult disabled family member.  It will serve at least 17 households in Crawford, La Crosse, Monroe and Vernon Counties.


 



  • Starting Points, Inc., Chippewa Falls, Chippewa County, $499,864 Continuum of Care grant

Starting Points, Inc. will use the funds to provide 75 households with 24 months of transitional housing and supportive services. The agency will serve homeless teen parents, adult homeless households with children, and homeless single persons with disabilities.


 



  • ADVOCAP, Inc., Fond du Lac, Winnebago and Green Lake Counties, $158,584 Continuum of Care grant

ADVOCAP, Inc. will use the funds to provide supportive services to homeless individuals and families in Winnebago and Green Lake Counties.


 



  • ADVOCAP, Inc., Fond du Lac, Fond du Lac County, $108,768 Continuum of Care grant

ADVOCAP, Inc. will use the funds to provide transitional housing and supportive services to homeless individuals and families in Fond du Lac County.


 



  • ADVOCAP, Inc., Fond du Lac, Fond du Lac County, $197,658 Continuum of Care grant

ADVOCAP, Inc. will use the funds to provide supportive services to homeless individuals and families in Fond du Lac County.


 



  • CAP Services, Inc., Stevens Point, Portage County, $105,025 Continuum of Care grant

CAP Services, Inc. will use the funds to support its Transitional Housing Project.  This project provides affordable housing and support services to victims of domestic abuse who have chosen to leave their abusers.  This project provides housing and services for residents of Portage, Waupaca, Waushara and Marquette Counties.


 



  • Forward Services Corporation, Madison, Dane County, $393,741 Continuum of Care grant

Forward Services Corporation will use the funds to provide 50 households with 12 months of transitional housing programs and services.  The agency targets unemployed or underemployed women who are the head of household, have children, and are unable to meet the financial needs of their families.  Forward Service Corporation will serve Brown, Forest, Langlade, Marinette, Oconto, Oneida, Shawano, and Vilas Counties.


 



  • Kenosha Human Development Services, Inc., Kenosha, Kenosha County, $123,879 Continuum of Care grant

Kenosha Human Development Services, Inc. will use the funds to provide transitional housing and supportive services for single homeless adults at the Kenosha YMCA.


 



  •  Kenosha Human Development Services, Inc., Kenosha, Kenosha County, $137,832 Continuum of Care grant

Kenosha Human Development Services, Inc. will use the funds to provide supportive services to 13 single, homeless individuals and three families in scattered-site housing who are part of the Homeless Youth Project.  The Homeless Youth Project serves homeless young adults 18-24 and adults who are both homeless and diagnosed with a mental illness. 


 



  • West Central Wisconsin Community Action Agency, Inc., Glenwood City, St. Croix County, $427,009 Continuum of Care grant

West Central Wisconsin Community Action Agency, Inc. will use the funds to provide scattered-site transitional housing with supportive services to at least 35 homeless households in the Barron, Dunn, Pepin, Pierce, Polk and St. Croix Counties. 


 



  • Western Dairyland Economic Opportunity Council, Inc., Independence, Trempealeau County, $264,926 Continuum of Care grant

Western Dairyland Economic Opportunity Council, Inc. will use the funds to provide transitional housing, case management, employment-related counseling and services to homeless families with children, single victims of domestic violence, and pregnant women.  The project will serve 435 homeless individuals annually in Buffalo, Eau Claire, Jackson and Trempealeau Counties.


 



  • Lakeshore CAP, Inc., Manitowoc, Manitowoc County, $117, 663 Continuum of Care grant

Lakeshore CAP, Inc. will use the funds to coordinate services delivered to homeless individuals in Door, Kewaunee, Manitowoc, and Sheboygan Counties. The agency will also provide case management for homeless individuals and families needing assistance.


 



  • Community Action, Inc., of Rock and Walworth Counties, Janesville, $137,839 Continuum of Care grant

Community Action, Inc., of Rock and Walworth Counties will use the funds to provide affordable housing and supportive services to homeless victims of domestic violence and their children who live in Rock and Walworth Counties. 


 



  • Community Action, Inc., of Rock and Walworth Counties, Janesville, $64,722 Continuum of Care grant

Community Action, Inc., of Rock and Walworth Counties will use the funds to provide transitional housing and supportive services to homeless teen parents, ages 18-22, and their children.   


 



  • Northwest Wisconsin Community Services Agency, Inc., Superior, Douglas County, $52,605 Continuum of Care grant

Northwest Wisconsin Community Services Agency, Inc. will use the funds to provide transitional housing and supportive services to homeless individuals and families in Douglas County. 


 



  • Hebron House of Hospitality, Inc. Waukesha, Waukesha County, $116,535 Continuum of Care grant

Hebron House of Hospitality, Inc. will use the funds to support Jeremy House Safe Haven.  This program provides mental health and alcohol and drug abuse treatment to homeless, single adults who are demonstrating symptoms of mental illness.  .


 



  • YWCA of the Coulee Region, La Crosse, La Crosse County, $72,643 Continuum of Care grant

The YWCA of the Coulee Region will use the funds to provide Transitional Housing for single-parent, homeless women and their children. The YWCA provides supportive services to assure a successful transition from homelessness to self-sufficiency and permanent housing. 


 



  • Central Wisconsin Community Action Council, Inc. Wisconsin Dells, Sauk County, $256,902 Continuum of Care grant

Central Wisconsin Community Action Council, Inc. will use the funds to provide transitional housing and supportive services to homeless individuals and families in Columbia, Sauk, Juneau, Adams and Dodge Counties. 


 



  • Family Services of Northeast Wisconsin, Inc. Green Bay, Brown County, $156,988 Continuum of Care grant.

Family Services of Northeast Wisconsin, Inc. will provide services to eight homeless individuals, specifically those with drug and alcohol addictions.  It will also provide intensive case management and additional supportive services to assist them in dealing with their substance abuse in addition.


 



  • American Red Cross, Washington County, West Bend, Washington County $163,901 Continuum of Care grant

American Red Cross, Washington County will use the funds for its Transitional Housing Project. It coordinates twelve units of transitional housing in Washington and Ozaukee counties and provides case management and skill training to all project participants.


 


·        Legal Action of Wisconsin, Inc.  Multi-County  $111,300 Continuum of Care grant


Legal Action of Wisconsin, Inc. will use the funds to provide legal representation and assistance to the homeless households in Brown, Outagamie, Winnebago, Fond du Lac, Waushara, Green Lake, Sheboygan, and Manitowoc Counties.  It serves 200 persons annually.  Project clients include single persons, families, veterans, and persons affected by drug and alcohol problems, among others.


 



  • North Central Community Action Program, Inc. Wisconsin Rapids, Wood County, $82,527 Continuum of Care grant

North Central Community Action Program, Inc. will use the funds for its CAN DO project.  This project will provide transitional housing and supportive services for up to 12 people in the city of Wausau and the town of Wisconsin Rapids.


 



  • North Central Community Action Program, Inc. Wisconsin Rapids, Wood County, $32,461 Continuum of Care grant

North Central Community Action Program, Inc. will use the funds for its HART Project.  This project will provide transitional housing to four individuals with chemical abuse problems while they are actively involved in substance abuse treatment.
