Dane County Exec. Falk: Releases List of Veto Suggestions to Governor Doyle

Madison – Dane County Executive Kathleen Falk today released a letter sent today to Governor Doyle urging him to veto certain items in the budget bill sent to him by the state legislature. Falk’s suggestions include asking the Governor to support restoration of some human service revenues in the Medicaid system and support for the reduction in the increased juvenile corrections daily rates charged to counties. This would enable the county to spend more money on youth in Dane County. Falk also urged the Governor to veto the property tax freeze in the budget (Falk supported the property tax freeze as proposed by the Governor). As proposed, the freeze would make it difficult for the county to provide necessary services and to take on some capital projects including highway projects and the new AODA-Huber treatment facility.

Dear Governor Doyle:

Thank you for your efforts to prepare a fair and equitable budget bill for all Wisconsin citizens. I write today and urge your approval of certain items in AB 100 (Budget Bill) and your veto of others.

Please support these budget provisions as they were agreed to by the Legislature:

State commitment to Alliant Energy Center Exhibition Hall and 2014 sunset date

Reduction in juvenile corrections daily rates charged to counties

No reductions in shared revenue and community aids

Transportation aids increases

Increases in foster care rates and elderly/disabled specialized transportation aids

Support supplemental Income Maintenance Administration Allocation (IMAA) in 2006

Nursing home MA rate increases

Restored funding for Community Based Medicaid Administrative Claiming (CBMAC)

Increase in the Community Services Deficit Reduction Benefit (CSDRB) payment as part of the WI Medicaid Cost Reporting program (WIMCR)

Badgercare coverage for incarcerated pregnant women

Treatment Alternatives to Prison grant program

Please veto the following budget provisions as adopted by the Legislature:

Provide adequate funding for W-2 services and administration

Veto the repeal of Comprehensive Planning and Smart Growth

Veto changes to the Land Information Office–$45,000 grant cap;
lapse of LIO appropriation ($900,000) to general fund; and switch from a continuing appropriation to an annual appropriation.

Veto the property tax freeze

Veto the TABOR provision
