PSC: Finalizes Wholesale Telephone Rates

MADISON –Today, the Public Service Commission of Wisconsin (PSC) issued an order which finalized the rates that SBC Wisconsin may charge competitors for access to its telephone system.

Twenty-seven different wholesale rates were set today. Nine of the twenty-seven rates decreased, including those for high-capacity digital lines. Other rates were increased slightly and are in line with wholesale rates set recently in several other states. All states are required to use the same federal guidelines in setting the rates.

The Commission determined the rates based on a Federal Communications Commission (FCC) formula called the Total Element Long Run Incremental Cost model. The methodology is intended to look at costs going forward and reflect the cost of an efficient network in a competitive market.

The rates will become effective upon issuance of the order for competitors to use in their agreements with SBC.
