MADISON, Wis. — Kayla Foulk has joined raSmith as a real estate appraiser in the transportation division at the firm’s Madison office. Foulk brings appraisal and valuation expertise to the firm’s growing real estate acquisition team, providing services for transportation, utility, and other infrastructure projects serving public sector clients throughout Wisconsin.
With more than six years of real estate services experience, Foulk supports right-of-way, eminent domain, and land acquisition projects. Her work has included assignments for the Wisconsin Department of Transportation (WisDOT) and other public agencies, as well as valuations for roads, airports, electric transmission lines, pipelines, quarries, and highway improvements. She also has experience with full and partial acquisitions and other complex appraisal assignments associated with public infrastructure development.

Foulk is a Wisconsin Certified General Appraiser, Appraisal Institute Practicing Affiliate, and WisDOT-approved Appraisal Consultant. She serves on the Education Committee of the Wisconsin Chapter of the International Right of Way Association (IRWA) and holds a bachelor’s degree in environmental science from Edgewood University.
