MILWAUKEE (April 6, 2026) — In response to the recent closure of City on a Hill, Serenity Inns Inc. is stepping forward to support continuity of care for individuals impacted by the loss of services and to call for a coordinated, community-wide response.
The shutdown of City on a Hill, which served approximately 3,000 patients across primary care, behavioral health, and supportive services, underscores growing strain within Milwaukee’s safety-net health system. Community leaders have noted a pattern of diminishing resources, including clinic closures and reduced access to essential services.
“At Serenity Inns, we are already seeing the impact in real time,” said Kenneth Ginlack, president and CEO of Serenity Inns Inc. “Individuals are seeking continued access to behavioral health and substance use services, and we are prepared to help meet that need.”
Serenity Inns’ Drop-In Clinic, located at 631 N. 19th St. in Milwaukee, remains fully operational and serves as a low-barrier access point for individuals seeking support, stabilization, and connection to services. While the organization does not provide primary medical care onsite, it offers a comprehensive continuum of behavioral health, substance use treatment, and care coordination services. Serenity Inns is actively exploring partnerships to ensure individuals can access necessary medical care as part of an integrated approach.
The closure has prompted urgent calls from community stakeholders for increased coordination, transparency, and investment to prevent further disruptions in care. Leaders have emphasized the need for early intervention and collaborative planning to sustain services for vulnerable populations.
“This moment is not about one organization,” Ginlack added. “It is about whether we, as a community, are willing to work together, communicate earlier, and invest in sustainable solutions before systems reach a breaking point.”
