AG Van Hollen: Two sentenced in Milwaukee County for defrauding Wisconsin Shares program

MILWAUKEE — On December 15, 2011, Kimberly Brown and Marcus Glass were each sentenced after being found guilty of a single felony count each of Theft – False Representation (value exceeding $10,000). Marcus Glass received a sentence of 5 years (1 year initial confinement followed by 4 years of extended supervision). He was also ordered to pay $264,000 in restitution. Kimberly Brown was sentenced to 30 months of initial confinement followed by 48 months of extended supervision. She was also ordered to pay $264,000 in restitution. Glass is the former owner, and Brown the former director, of Kid’s Place Learning Academy, which was located at 4919 West Good Hope Road in Milwaukee and which closed in 2010. Brown is Glass’ aunt.

At trial in Milwaukee County, the defendants were alleged to have billed the Wisconsin Shares Program for children who were not attending Kid’s Place and billing for more hours of care than were actually provided by the center. In addition, Glass and Brown were alleged to have paid mothers in exchange for permission to report to the Wisconsin Shares Program that the mothers’ children were attending day care. Kid’s Place was alleged to have received more than a quarter million dollars from the State of Wisconsin for providing care to children who did not attend the center.

The charges followed an investigation led by the Wisconsin Department of Justice – Division of Criminal Investigation (DCI) as part of the Wisconsin Child Care Anti-Fraud Task Force. Other agencies assisting in the investigation included the Milwaukee Police Department, the Milwaukee County Sheriff and the Wisconsin Department of Children and Families.
