Wisconsin SBA: Welcomes Deputy District Director Julious Hulbert

Milwaukee/Madison: Julious Hulbert has accepted the position of Deputy District Director for the Wisconsin SBA District Office. Julious will be assisting District Director Eric Ness in all phases of the district’s operating programs and the internal administrative functions.

Julious says, “I know I have a lot to learn but am very excited about the opportunity to help promote the growth and development of small businesses in Wisconsin.”

Julious brings to SBA over 25 years of public sector management and administrative experience. Prior to accepting the Deputy District Director position, he was employed with Milwaukee County. During his tenure with the County, he held the positions of Associate Director for the Department of Parks and Public Infrastructure, Purchasing Administrator, and Director of Disadvantaged Business Development.

As the Associate Director, Julious assisted the Director in managing the department’s two operating arms and the day-to-day administrative functions. As the Purchasing Administrator, he was responsible for directing and managing all operations of the central procurement division. In his duties as Director of Disadvantaged Business Development, Julious was responsible for facilitating and monitoring the participation of Disadvantaged Business Enterprise (DBE) firms on contracts funded or administered by Milwaukee County. He also managed the Joint Certification Program that certified DBE firms for Milwaukee County, the City of Milwaukee, Milwaukee Public Schools, Milwaukee Area Technical College, and the Milwaukee Metropolitan Sewerage District.

Prior to his Milwaukee County positions, Julious spent 14 years with the Department of Labor’s Office of Federal Contract Compliance.

Julious grew up in Racine and has a Bachelor of Science degree in business administration and a Masters of Science degree in business management from Cardinal Stritch University.
