MILWAUKEE – July 7, 2015 – The law firm of Whyte Hirschboeck Dudek S.C. (WHD) is pleased to announce that Lydia J. Chartre has joined Daniel J. Miske as co-leader of the Condominium & HOA Law Team, and that Thomas R. Vance has been named leader of the Tax Exempt Organizations Team.

Chartre is a shareholder in WHD’s Milwaukee and Madison offices where she concentrates her practice in the areas of commercial litigation and collections, condominium and homeowners association (HOA) law and creditors’ rights.

Representing numerous condominium associations and homeowners associations across Wisconsin, Chartre has extensive experience advising Wisconsin condominium association boards of directors on myriad issues that face them, from declaration and bylaw amendments to assessment collection and foreclosure, voting and governance issues, HUD and fair housing issues and rule-making. She also assists financial institutions and business clients in enforcing payment and collateral agreements through foreclosure and breach of contract litigation, and effectively advocates for her creditor clients’ rights by successfully engaging in post-judgment collections, and, when necessary, enforcing creditors’ rights through bankruptcy litigation.

Chartre has written on Wisconsin condominium law and regularly presents seminars throughout the state, including to Milwaukee condominium attorneys, Madison condominium attorneys, property managers and board members on various condominium law and HOA law topics.

Chartre received her J.D. from Marquette University Law School, and her B.A., summa cum laude, from Carthage College. She serves as a Board Member for the Wisconsin Chapter of the Community Associations Institute. Within the community, she is Secretary of and a Board Member for the Milwaukee Public Museum, and is an Advisory Board Member for Friends of the Milwaukee Public Museum.

Vance is an attorney in WHD’s Milwaukee office where he helps clients achieve their lowest possible tax burden and also defends clients under audit, administrative appeal, or in litigation with federal, state, and local tax authorities.

Vance advises not-for-profit and for-profit clients on international, federal, state, and local tax matters. He assists exempt organizations with formation, operation and planning for new opportunities, and to maintain their exempt status and comply with tax and regulatory requirements.

Vance received his J.D., cum laude, from Brooklyn Law School, his B.S. in Economics from the University of Iowa, and his L.L.M. in Taxation from New York University School of Law. He is an adjunct professor teaching advanced tax classes in the graduate program at the University of Wisconsin-Milwaukee’s Lubar School of Business.
