WisDOT: Secretary Gottlieb appoints division administrators

Wisconsin Department of Transportation (WisDOT) Secretary Mark Gottlieb today announced four division administrator appointments to replace the “acting” appointments previously made.

“These managers bring a wealth of skill and experience and will provide excellent leadership not only to their divisions but the entire department,” Secretary Gottlieb said.

The appointments include:

Denise Solie, Division of Business Management (DBM): Solie had been acting DBM administrator and will continue in that leadership role. She has a wide range of professional experience including positions as State Assembly Sergeant at Arms, governmental affairs consultant, legislative liaison and administrative assistant. She has a bachelor’s degree from the University of Wisconsin-Madison.

Lynne Judd, Division of Motor Vehicles (DMV): Judd has served in the DMV administrator position since 2005. She has worked for WisDOT since 1983 in various staff and management roles. She will continue to lead DMV and will also guide national motor vehicle policy discussions in her current term as board chair of the American Association of Motor Vehicle Administrators (AAMVA). Judd has a bachelor’s degree in political science from the University of Wisconsin-Madison and a master’s in urban planning from the University of Wisconsin-Milwaukee.

Mark Wolfgram, Division of Transportation Investment Management (DTIM): Wolfgram has served in the DTIM administrator position since 2003. He started working for WisDOT as a limited term employee in 1973 and advanced into various staff and management positions. Wolfgram has a bachelor’s degree, master’s degree and a doctorate in transportation economics, policy and planning from the University of Wisconsin-Madison.

Dan Grasser, Division of Transportation System Development (DTSD): Grasser will move into the administrator position from his current spot as director of the DTSD North Central Region. Prior to that position, Grasser was director of WisDOT’s former District 7, heading up the Rhinelander office. He has worked for WisDOT for 27 years in various positions. Grasser holds a bachelor’s degree in civil engineering from the University of Wisconsin-Madison.
