Dept. of Children and Families: Secretary Reggie Bicha appoints new administrator and executive assistant

Today, Secretary Reggie Bicha of the Department of Children and Families (DCF) announced the appointment of Angela Russell as Administrator of the Division of Early Care and Education, effective today.

“Angela was instrumental in the creation of the DCF and central to establishing a solid foundation for this Department to improve the lives of children and families,” said Secretary Bicha. “Her creative thinking, leadership and dedication to the people of Wisconsin will now be focused on improving the quality of child care and continuing to eliminate fraud in Wisconsin Shares.”

Russell most recently served as the Department’s Executive Assistant, where she advised on legislative and policy matters and led key agency activities. Russell created and led the Department’s external affairs functions, which included legislative liaison, communications, tribal relations, and community and family outreach. Russell had served as Policy Advisor to Governor Doyle prior to being tapped for the transition team that created the Department of Children and Families.

Secretary Bicha appointed Kimmie Collins as DCF’s Executive Assistant to replace Russell also effective today.

“With Kimmie’s ability to forge and maintain strong relationships, as well as her in-depth knowledge of top Department issues she brings a strong foundation to lead our external affairs. Her skills and knowledge will now help us engage the public and partners in helping Wisconsin children and families thrive,” said Secretary Bicha.

Collins most recently served as DCF’s Legislative Liaison, where she was responsible for monitoring and advising Department leadership about legislation and its impact on Department programs.
