UW Stout: Student government requests that Board of Regents includes employment metric in outcomes-based funding model

Menomonie, Wis. --- University of Wisconsin-Stout student government, the University Student Senate of the Stout Student Association, has passed a resolution requesting that the UW System Board of Regents includes employment placement percentages as a metric in its outcomes-based funding model for the UW System.

The Stout Student Association is an independent student organization; University Communications is distributing the resolution at the request of SSA President Alex Vernon.

The resolution was adopted on a 29-0 vote with two abstentions. Email ssapresident@uwstout.edu or call the SSA office at 715-232-2100 with questions.

Here is the text of the resolution:

Title: Student Stance on Outcomes-Based Funding Model for the UW System

Whereas, UW-System announced the proposal to develop an outcomes-based funding model for the system on Monday, December 4, 2017;

Whereas, this proposal includes statutory goals which include growing and ensuring student access, improving and excelling student progress and completion, expanding contributions to the workforce, and enhancing operational efficiency and effectiveness;

Whereas, this proposal includes metrics which include Wisconsin high school graduates enrolled as degree-seeking undergraduates, Pell-eligible students enrolled as undergraduate students, underrepresented students enrolled as undergraduate students, transfer students enrolled as undergraduates, undergraduates who have achieved 30 credit hours, undergraduates who have achieved 90 credit hours, undergraduate degrees awarded, post-baccalaureate degrees awarded, graduates in STEM disciplines, graduates in health-related disciplines, Pell-eligible graduates, research and public service expenditures, core expense ratio, average number of credit hours required for an undergraduate degree, average student debt on baccalaureate graduation, and degrees awarded per 100 FTE;

Whereas, Governor Scott Walker stated in his 2017 budget address that the proposal “will include criteria like the number of graduates, the length of time to graduate, how many graduates are employed, and how many are in high-demand areas within the state.”

Whereas, this proposal does not include post-degree employment placement percentages, which is an important metric of student achievement;

Be it therefore resolved, the University Student Senate of the Stout Student Association requests that the UW System Board of Regents amend the current proposal to include employment placement percentages as a metric;

Be it therefore resolved, this motion be distributed to the UW System Board of Regents, Chancellor Bob Meyer, State Legislators, Regional & State Press Outlets, and UW System President Ray Cross.
